Initial Condition Report for IED installations: Basis for authorisation and decommissioning procedures
Request advice on the baseline report
We assess the obligation to draw up a site-specific risk assessment (AZB), evaluate relevant hazardous substances and coordinate the necessary soil and groundwater investigations as a basis for authorisation procedures, plant modifications and subsequent decommissioning assessments.
The baseline report documents the condition of the soil and groundwater on a site with regard to relevant hazardous substances. It serves as a reference for future comparisons and enables the assessment of any changes upon the final decommissioning of a facility.
The preparation of an AZB requires the structured consolidation of information from the fields of environmental engineering, soil protection, hydrogeology, analytical testing and permit management. DMT supports operators from the initial relevance assessment, through the planning and evaluation of necessary investigations, to the preparation of the report and coordination with the relevant authorities.
Whether a baseline report is required depends, amongst other things, on the type of facility, the substances used or produced, potential pathways of entry, and site-specific conditions.
A systematic preliminary assessment helps to determine the actual investigation requirements at an early stage and to reduce potential licensing risks. At the same time, existing data can be utilised in a targeted manner and unnecessary investigations avoided.
We analyse existing site information, identify data gaps and develop a site-specific investigation plan that takes into account the requirements of the relevant authorisation procedure

We assess whether it is necessary to draw up a baseline report and evaluate the impact of hazardous substances on soil and groundwater.
We assess the existing information on the site and use this to determine the scope of the investigation required.
Soil and groundwater investigations: Based on the preliminary assessment, we plan, coordinate and evaluate the necessary investigations.
We compile the relevant information in a structured and transparent baseline report.
A baseline report documents the condition of the soil and groundwater on a site in relation to relevant hazardous substances. It serves as a reference for subsequent assessments in the event of decommissioning or significant changes to the facility.
An AZB may be required if a facility falls within the scope of the Industrial Emissions Directive (IED), uses, produces or releases relevant hazardous substances, and the possibility of soil or groundwater contamination cannot be ruled out.
Responsibility lies with the operators of installations for which an AZB is required as part of a licensing procedure.
The substances in question are hazardous substances which, due to their properties, may adversely affect soil or groundwater and which are used, produced or released in significant quantities.
Depending on the site, historical site analyses, soil investigations, groundwater investigations and geological and hydrogeological assessments may be required.
In this case, further investigations will be planned in order to adequately document the initial condition of the soil and groundwater.
We provide support ranging from assessing relevance, through planning the investigation and preparing reports, to coordinating the documentation with the relevant authorities.
Yes. Significant changes to a facility may require existing site information to be updated or revised.
